Chenzhou New Industrialization Leading Group Office of Hunan Province formally printed and issued the 13th Five-Year Plan for the comprehensive utilization of industrial resources in Chenzhou (hereinafter referred to as the plan), which established the overall goal and main index requirements for the comprehensive utilization of industrial resources in the 13th Five-Year Plan.

According to the plan, the overall goal of the comprehensive utilization of industrial resources in the 13th Five-Year Plan of Chenzhou City includes: by the end of 2020, the scale of the comprehensive utilization of industrial resources will accelerate to expand, the proportion of the comprehensive utilization products in the similar products will gradually increase, and a group of resource comprehensive utilization enterprises with certain scale, advanced technology and equipment, and high resource utilization rate will be formed. We have promoted the construction of 10 demonstration bases for comprehensive utilization of resources to make the comprehensive utilization rate of industrial solid waste resources reach more than 80 percent, the reuse rate of industrial water reaches 80 percent, zero discharge of sewage (waste) water, double standards of pollutant discharge concentration and total discharge, etc.

The main indicators for the comprehensive utilization of industrial resources in the 13th Five-Year Plan are as follows: by the end of 2020, the safe disposal and utilization rate of industrial solid waste will reach 100 percent, and the comprehensive utilization rate will reach more than 80 percent; the safe disposal rate of waste household appliances, electronic waste and waste plastics will reach 80 percent, and the comprehensive utilization rate will reach more than 80 percent; the recovery and utilization rate of main renewable resources will reach 80 percent; the utilization rate of waste heat of cement kiln, coke oven gas and blast furnace gas has been greatly increased.

In addition, the plan also defines six key projects for the comprehensive utilization of industrial resources during the 13th Five-Year Plan period, namely, the comprehensive utilization of mineral resources, the comprehensive utilization of tailings, the comprehensive utilization of bulk industrial solid wastes, the comprehensive utilization of industrial waste water resources, the comprehensive utilization of industrial waste gas resources and the recycling of renewable resources.
